Profile of Surv. Ernest Osei-Tutu, Best BRRI Research Scientist, 2011
Surveyor Ernest Osei-Tutu is the Head of the Construction Division and Project Management Section of the CSIR-Building and Road Research Institute. He was born on the 24th of March 1960 in Kumasi to the late Ernest Osei-Tutu of Maase, Kwabere District and Madam Agnes Boakye of Atwima Bedu all of Ashanti Region respectively. Surveyor Ernest Osei-Tutu attended Opoku Ware Secondary School (OWASS with a school number O16) in Kumasi for his GCE “O” Level from 1974 to 1979. He later on completed his GCE “A” Level in 1981 at the same school. In September 1981, he entered the Kwame Nkrumah University of Science and Technology (KNUST) to read Bachelor of Science degree in Building Technology and successfully completed in 1986.
In June 1992 he travelled to the Netherlands where he undertook a Post Graduate Diploma in Housing, Planning and Building at the Institute of Housing Studies (I.H.S). He was readmitted into his alma mater (KNUST) for a Masters programme in Construction Management from 1998 to 2000. He again obtained a Certificate in Procurement from Ghana Institute of Management and Public Administration (GIMPA) in 2003.
He is a distinguished Fellow of the Ghana Institution of Surveyors (FGhIS, 2009), Member of the Association of African Quantity Surveyors (MAAQS, 2008), Member of the International Federation of Surveyors (MFIG) and Member of the Ghana Institute of Construction (GIOC).
Surveyor Osei-Tutu did a two year National Service at the Bureau of Integrated Rural Development (BIRD), KNUST between 1986 and 1988. Shortly thereafter, he was employed as an Assistant Research Fellow. In June 1990, he joined the CSIR-Building and Road Research Institute as an Assistant Research Officer. By virtue of diligence and devotion to work, he has since risen through the ranks from Assistant Research Scientist in 1990 to Senior Research Scientist in 2007.
Surveyor Ernest Osei-Tutu is an accomplished Academic, Procurement Specialist, Project Manager and a Quantity Surveyor. He has worked on several Donor Funded and National Projects such as Kumasi City Roads Rehabilitation Project, Promoting Partnership with Traditional Authorities Project, Primary Education Rehabilitation Project, to mention a few. He has also consulted for a number of Metropolitan, Municipal and District Assembly Programmes and Projects.
Since 2007 to date, his research interest has been in the Public Procurement Act and its structural implementation studies and research in maintenance of the built environment. As a Contemporary Researcher, he has over 50 peer reviewed Journal Papers, Articles and Conference Papers to his credit. He has also written a Monograph on Building Maintenance currently being used for BSc (Building Technology) Regular and Distance Learning programmes. In the past, he had participated in the following studies:
• Lateritic Materials in Rural Housing Construction in Ghana, and Engineering Study Funded by the International Development Research Centre (IDRC) Ottawa, Canada
• Research into Rural Housing Construction in Ghana, Funded by Government of Ghana through the Ministry of Works and Housing and Department of Rural Housing and Cottage Industries.
• Development of Training Manuals and Training of Small Scale Contractors in the country.
• Carried out housing cost studies which are vital needs for cost information for both budgetary control and for making day to day management decisions by public and private institutions.
While on Sabbatical leave from 2003 to 2006, he worked as Procurement Specialist on Promoting Partnership with Traditional Authorities Project (PPTAP) with the Asanteman Council.
His interests are Service to Community and God, Sports, History and Anthropology. He is a Member of the Holy Rosary Catholic Church at KNUST, has excellent human relations and affable to all. He is married to Mrs. Rosemary Osei-Tutu and the couple is blessed with four children namely; Safowaa Osei-Tutu, Frema Osei-Tutu, Ernest Osei-Tutu Jur. and Emmanuela Achiaa Osei-Tutu.
Currently, he is the Chairman of Estate and Housing Allocation Committee, Chairman of Procurement Committee, Co-coordinator, National Housing Conference Committee and Member of the BRRI Internal Management Committee.
Research and On-Site Job Output:
Surv. Osei-Tutu has had extensive participation in Quantity Surveying and Project Management Services as follows:
• Pre and post-contract supervision of many capital projects.
• Development of Construction Decision Procurement Model for the selection of procurement method used in the country.
• Project Leader of over 50 successfully completed development Projects and Programmes funded by both donor agencies and the Government of Ghana.
• Appraisal of construction techniques and selection of Cost-Saving alternatives i.e. hydro-fill and lintel technologies for Capital and housing development Programmes and Projects in the Ghanaian Construction Industry.
• Successfully trained more than five Hundred (500) owner managers of Small Scale Construction firms in Ghana
• Successfully piloted a World Bank Learning and Innovative programmes (Promoting Partnership with Traditional Authorities Project for Asanteman Council) to be duplicated worldwide.
• Senior Service Lecturer, Department of Building Technology, KNUST and External Examiner for University of Education, Winneba, Kumasi Campus.
• Development of a replacement cost determination model for the adoption of community relocation Housing project for Gold fields Ghana Limited for the Tarkwa Mine Relocation Project.
• Member of an Expert Procurement Specialist Committee for the development of Standardised Tender documents and the Conditions of Contract for the Millennium Development Authority (N1H1 Highway road project).
